No surprise that the New York Islanders and Edmonton Oilers are tops in this category. They haven't produced a winner in some time and both franchises are chasing new buildings.
Other teams that rated high in this category are not winning either. Toronto and Florida fall into that category. Surprisingly, Atlanta and Montreal were undesirable locations, too.
